General Practice Survey Results – Turner Dissertation
As part of his doctoral dissertation for George Washington University, Richard Turner performed research that addressed the issue of software best practices in four distinct ways:
1. Determined the adoption of software acquisition best practices by DoD software-intensive systems acquisition offices
2. Evaluated the perceived effectiveness of best practices through expert elicitation and comparison to acquisition risks and the causal factors of acquisition failures
3. Defined an instrument to support evaluation, selection and implementation of best practices
4. Showed viability of the instrument through piloting
